據《彭博商業周刊》記者Daniel Flatley於美國時間週四（10月17日）14時多在推特上發出信息，《香港人權民主法案》提案人、美國參議員盧比奧（Marco Rubio ）剛剛向他透露，預計美國參議院最快下週或下下周初審議《香港人權民主法案》。

美國時間週二（10月15日）下午，香港眾議院全票通過《香港人權民主法案》。此後美國參議院多數黨領袖麥康奈爾（Mitch McConnell）卻未有積極跟進和表態。而地位僅次於麥康奈爾的多數黨黨鞭圖恩（John Thune）甚至對《彭博社》表示，自己沒有留意眾議院日前通過的幾條法案。
就此美國參議院少數黨領袖舒默再度發聲，喊話麥康奈爾盡快啟啟動對《香港人權民主法案》的表決程序。 10月16日他在推特上表示：香港人享有自由表達的權利，我們與他們同在。中國共產黨負責對此承擔責任。麥康奈爾眾議院剛剛通過了《香港人權與民主法》，是時候參議院投票了！

美國參議院少數黨黨鞭德賓（Dick Durbin）接連炮轟麥康奈爾的消極態度，10月16日他在推特上也發出信息：我讚賞眾議院昨天通過了《香港人權與民主法》。現在參議院必須通過這項措施。捍衛香港的人權、言論自由和民主是外界對參議院的期望。

週四（10月17日）德賓再次發推，表示眾議院通過的150多個議案死在麥康奈爾的桌上，不要上當，華盛頓的停滯不前只怪一個人——麥康奈爾。
