10月5日，香港引用《緊急法》的《禁止蒙面法》生效，英國外交大臣多米尼克·拉布（Dominic Raab）就此發表聲明。
拉布表示：政治對話是解決香港局勢的唯一途徑。儘管政府需要確保人民的安全，但它們必須避免局勢升級，而是應減輕緊張局勢。
本媒關切到，在拉布的聲明中，特別提及《緊急法》，想必英方也意識到《禁止蒙面法》只是試探性的第一步，一旦香港《緊急法》實施《緊急法》，中共即可繞開香港立法會通過任何想通過的法律。包括任意拘捕、沒收財產、新聞管制等將隨之而至。
