快訊：《緊急法》登場，《禁蒙面法》午夜起實施

10月4日，據香港立場新聞報導，特首會同行政會議通過引用《緊急法》訂立《禁蒙面法》，午夜起實施

人權觀察中國部主任索菲・理查森（Sophie Richardson）對此發表評論：

「香港當局應致力創造示威者自覺不需蒙面的政治環境，而非下令禁止蒙面，進一步限制言論自由。特首林鄭月娥應當同意檢討警方過度用武，重啟普選政改進程。更多的限制只會激化對立。」
